The team behind RCX’s mission
Our team comprises dedicated professionals, visionary leaders, and expert advisors who bring decades of experience and a deep commitment to guiding RCX’s mission and impact.

Conceived, funded and led the RCX mission since its inception in 2018

Tim is a seasoned civil engineer and entrepreneur with a 30-year track record of solving complex, system-level problems using innovative technology. He left construction in 1990 when the NSW Government recruited him to see whether it was possible to use technology to reduce the $600 million annual cost of pothole patching across New South Wales. Within five years, Tim’s team halved these costs while improving road conditions.
This success taught Tim the power of technology to address large-scale, system-level problems and led to him founding Infrastructure Control Services (ICS) in 1995, which grew into a global consultancy, employing over 200 people, completing projects in 33 countries and listing on the Australian Stock Exchange in 1999 as ICSGlobal Ltd [ASX:ICS].
Tim remained CEO for 11 years, developing Thelma a SaaS-based 'medical banking' claims and payments clearinghouse for Australian hospitals.
In 2018 - alerted to the spiralling numbers of people trapped in forced labour around the world - Tim founded RCAI, drawing on his experience creating impactful solutions to address the system-level problem of modern slavery. Tim's commitment and leadership at RCAI – including his funding of the initiative since its inception in 2018 – demonstrates his commitment to leading positive global change.

Coordinating RCX's human intelligence partnerships with Civil Society Organisations

Alexandra began working with RCAI in 2019, providing strategic guidance and business development support for the 'human-sourced intelligence' side of the RCAI solution.
Alexandra has worked internationally for the past 20 years championing innovation to solve entrenched social injustice for the most marginalised and vulnerable populations. Holding senior roles, she promoted women’s empowerment and economic inclusion, health and well-being through partnerships with government, philanthropists, corporate and not-for-profit organisations. This systems-based approach supported the establishment of local governance systems, fostered resilience and sustained community impact to achieve scale, sustainability and deliver impact.
Over the last decade, her expertise has focused on evidence based learning to design, deliver and evaluate programs across Asia and Australasia that adapt as conditions change; are community-led and tailored to the local context. Her professional approach is collaborative and grounded in a holistic and integrated approach.
She volunteered in governance roles for various community organisations in the UK and Australia, was appointed to a global leadership council action team to address poverty alleviation and completed her post-graduate studies in Social Impact from AGSM at UNSW Business School.
